It looks like Jimenez (and his secretary) got "permission" to travel too. Even if Jimenez was already in Manila (on other business), he certainly has made efforts to cozy up to what was then the Tenorio campaign. Apparently it didn't help.

Given his ecclesiastical skirt-chasing after the power-people, I asked someone close to him if he thought Jimenez was actually that stupid or if he just doesn't care. His answer was that he just doesn't care. Jimenez is not here to be our archbishop. Guam is just a temporary, inconvenient rock to step on on his way to Rome. The sooner the better, actually. But apparently he has to find a way to restore the NCW to power before he gets his promotion.

I'm guessing the friend was Jimenez. Both were priests in Saipan for several years.
Blockley and Jimenez were close in Chalan Kanoa, until Blockley starting hinting about Camacho's issues, in a campaign of whispers. At which time Jimenez took his distances out of caution for his own "career". These two know each other. Blockley's history is filled with that type of borderline shenanigans, where he ends up trying to manipulate people, but never is able to fully control the consequences of his own actions. Perhaps the shadow will reveal more in a near future? This is actually becoming riveting and revealing of
