Former Sen. Bob Klitzkie is calling on the Department of Land Management to look into what he suspects are deliberately doctored government documents that the Archdiocese of Agana printed in the Nov. 29, 2015 issue of the U’Matuna Si Yu’os.

MY NOTES:
There is a very important point in this story that we should note. The story says:
"Terlaje, who has said she is not an attorney for the archdiocese..."
The reference is to "Attorney Jacqueline Terlaje," who, the story goes on to say: "...in November defended Apuron’s control over the seminary property, after attorney Jacques Bronze opined that the property was not under Apuron’s control."
One does wonder why, if Attorney Jaqueline Terlaje, by her own admission, is "not an attorney for the archdiocese"...why is she acting like she is?!
The above reference to "in November" is to her fake press release of November 17, 2015. I call it "fake" because she, again by her own admission, is NOT the attorney for the archdiocese, yet she sent out her defense of the archdiocese on her office letterhead showing: "Law office of Jacqueline Taitano Terlaje P.C," and, she sent it to "the press" as if she was in fact representing the archdiocese. Here's a copy of the header to that email:
In addition, Terlaje verified that she was NOT acting as an attorney for the archdiocese and only as an individual in a statement to the Guam Post published here:
"Attorney Jacqueline Terlaje issued a statement to the media and dismissed the legal opinion of attorney Jacques Bronze. Terlaje said she issued the statement and her opinion in her capacity as an individual."And, as today's Guam Post story shows, Ms. Terlaje, who is "not an attorney for the archdiocese," also appears to be intimately involved in obtaining the false certificates of title:
"According to receipt documents from DLM, the fee paid to obtain archbishop’s certificates of titles paid for in November, the $768 fee was paid for with two checks, one from Bertha Evangelista and one check from Jacqueline Terlaje."
The certificates obtained and paid for by Jacqueline Taitano Terlaje P.C. are the same certificates Mr. Klitzkie is quoted as saying "are clearly erroneous on their face" and “potentially the source of great mischief and require your (the Director of Land Management) prompt corrective action.”
Bertha Evangelista, as already noted in a previous post, is the Executive Vice President of Title Guaranty of Guam. As the name of the company implies, Ms. Evangelista's company is in the business of "guaranteeing titles," meaning that when you obtain a property, you can be sure that the property really belongs to you or Title Guaranty is liable.
However, unless Ms. Evangelista can demonstrate otherwise, we must call in to question as to whether her company can be trusted to actually do this since not only did she pay for copies of the false documents, and not only is her name on the copy of the application for the same documents, Ms. Evangelista had to have known (by now) that the copy of the certificate, published in the Umatuna on November 29, 2015 by Msgr. David C. Quitugua, JCD, Vicar General of the Archdiocese of Agana, was FALSE.
Ms. Evangelista knew this because her own company did a Title Report on the same property on January 28, 2015 and the report, signed by BERTHA EVANGELISTA, clearly showed the Declaration of Deed Restriction which was missing from the copy of the certificate published in the Umatuna.
To review, the publication of an incorrect public document is at best a mistake and at worst a third degree felony. But in either case, neither Bertha Evangelista, whose company procured the document, nor Msgr. David C. Quitugua, who published it, have attempted to publicly correct the false story as printed in the Umatuna.
And as we have also previously noted, Msgr. David C. Quitugua shopped this BIG LIE to the Pacific Daily News, whose story published on December 1, 2015, then had the effect of perpetrating the scam on the whole island.
Of course what we do know is that all of the characters in this slimy and potentially felonious drama are neocats: Apuron, Quitugua, Terlaje, and Evangelista.
The question before us now is whether or not someone or "someones" inside the Department of Land Management are similarly compromised, especially since up to now, FOUR MONTHS after the false certificates were issued, we yet await the "corrective action" called for by Mr. Klitzkie.
From what I was told, Mr. Klitzkie will be laying out the next sordid chapter on this ever more sordid tale this Thursday afternoon on Travis Coffman's K57 show (expected time is 4:30pm).
Are any of these people (Mike Borja, Andrew Santos, Bertha Evangelista) followers of the NeoCathecumenal Way?

These individuals would rather sully their reputation and that of the agency they represent by the shadow of doubt than speak in public against the expressed wishes of their grandmaster Pius. ReplyDeleteAttorney Jacqueline Terlaje and Archbishop Apuron are both in the 2nd Neo Community of Agana. The Archbishop walks in that community and is considered a brother, and nothing else. Jacqueline Terlaje and her husband are the Responsibles of the 2nd Community. All the brothers and sisters of the community answer and report to the Responsibles, who reports to Fr. Pius, who in turn reports to the couple from New jersey, the chief honchos of the Neo in the United States. They must obey whatever the Responsibles tell them. The archbishop is subservient to the Terlajes. He must obey them. The Terlajes have enormous power and influence over their brother Tony Apuron, although not as much as Fr. Pius who gets his way with the Archbishop in whatever he wants. The archbishop does not make a decision about the archdiocese without first checking with Pius. So, in truth and in fact, Attorney Jacqueline Terlaje personally represents the Archbishop who reports to her and her husband.

If not some Senators will look into it. This is very, very serious and puts a layer of suspicion over the whole department. If nothing is done fast and above board, many questions will be raised about the validity of all titles on Guam. This would have a chilling effect on the whole real estate industry here, just at a moment of preparation for expansion. The timing could not be worse for the government. The retro pay raises scandal would be pale in comparaison to this issue.

Maybe companies who are still donating to the church are enjoying tax write-offs, but I do not think they enjoy being made fools of by the fools on the hill (apuron and his ilk) misusing the funds they donated. They could still get tax write-offs donating to other non-profit organizations, and no one would fault them for not supporting apuron's travels with his boy toys.

This puts her dead center in this controversy. A friend of hers has already contacted me about what can be done to clear her name and I advised that I will publish anything she wants to say. That was a week ago.

I don't believe she was just doing JT a favor. Couple years ago we were doing business with a bank and we were shocked when they told us they no longer did business with Title Guaranty. I'd be very careful. Never trust a Neo, you hear.

From the letter (go to Kuam.com) of Mr. Klitzkie to Mr. Mike Borja and Ms. Kristan Finney, the legal counsel representing Land Management, Ms. Finney refers to the legal counsel for the Archdiocese of Agana as a "she." Now, who could that "she" be? Could it be a lawyer who already stated she does not represent the Archdiocese? If so, do we still call her a lawyer or a liar?

For a small island, there is so much infighting, or maybe size is the problem. Everyone wants to be better than the other one at all cost. Family fighting one another for land they just inherited versus "worked hard" for it. Nepotism, wrong kind of "inafa' maolek" and the like abound. Folks, let us be brutally honest and morally upright with one another lest we implode deep in the Marianas Trench. What is it all for, anyway? GovGuam employees and leadership, serve the people, you are their "servants" and not them your peons. Archdiocese of Agana, do not "lay up treasures" on earth, as your God says. Your credibility is zilch when you start embarking on building up riches and not sanctifying the lives of your people. Please uplift their souls because right now you are scurrying like roaches when someone else flips the switch. Be like a lamp in the darkness than hide under the skirt of others. If there are wrongs in the past, facilitate correcting them along with interested parties. The Truth always triumphs, so let not history judge you on the basis of how you upheld the Truth. Enough of your petty little kickbacks and feeble attempts to pacify the restless natives. Your slip is showing, and don't let it go on to show that you don't have any balls either.
