POPE LEO 14 AND THE NEOCATS

It's funny. The big question around here immediately after Leo14 was elected wasn't whether the new pope was "Catholic" or not (an inference to the Francis confusion), but whether he was "Neo" or not. 

We can be sure that the Neocat Brass was pulling out all the stops to get one of their own into Peter's chair, and that they were doing it long before Francis breathed his last. 

We can assume that the Neocat Brass was hoping to resurrect their "Red Pope" (Filoni). I say "resurrect" because, for whatever reason, Filoni fell out of favor with Francis and was banished to the Vatican hinterlands. 

Filoni History

For those who don't remember, Filoni played a direct role in propping up the Neocats here in Guam and specifically the now-closed Neocat seminary. 

In September 2016, the Laity Forward Movement (LFM) led my Mrs. Lou Klitzkie, attempted to visit what was then the Redemptoris Mater Seminary in Yona. After all, for years, Apuron had raised millions of dollars for the seminary from local Catholics under the banner "A Seminary for Guam!" 

So the LFM reasoned, if it's a seminary for Guam, then let's pay it a visit.

The LFM was turned away at the door. In response to the attempted visit, the now-missing Msgr. David C. Quitugua and then-acting rector of the seminary, wrote Fr. Jeff San Nicolas, who at the time was the delegate to the Apostolic Administrator, Archbishop Hon.

Msgr. David wrote:

Cardinal Filoni’s instruction is that no such “visit can be made to the Seminary. 

In response, Fr. Jeff did a press release stating:

The intent of Msgr. David’s letter was now clear to me. Neither I nor Archbishop Hon is the church authority over decision making regarding the Redemptoris Mater Seminary, even over simple matters such as who can visit. Cardinal Filoni is in charge.

This was big news at the time because for years we knew the Neocats were running Apuron, and then after Hon took over, because he was Filoni's secretary, we figured the Neocats, through Filoni, were running Hon, AND with the specific aim to stomp out the opposition to Apuron, including discrediting Apuron's accusers.

Hon, trying to thread the needle of pretending to be in charge but really taking orders from Filoni and the Neocats, got himself in trouble when the legislation to lift the civil statute of limitations on sex abuse against minors became law on his watch, particularly because the legislation had been amended to include institutional liability, which enabled Apuron's accusers (and many others) to sue the archdiocese. 

This was a recipe for bankruptcy and Hon's action had precipitated the whole environment which gave public momentum for the law. 

This may have ultimately been the reason why both Filoni and Hon were kicked out of their very powerful positions in Rome and we haven't heard much if anything from them since.

Back to the present

Things start to make sense when we remind ourselves that the Cardinal who took Filoni's place as Prefect for the powerful Congregation once headed by Filoni was Cardinal Tagle - once the darling of the Neocats until he dissed them as I set out in this recent post

The Neocats have pretty much had their way with Rome for decades. Paul VI thought they were nice guys. JP2, in the spirit of New Evangelization, gave them a lot of room. Ben16 tried to rein them in, but they ran over him. Francis was too busy bashing "rigid" Catholics and making "a mess" (his words) to do much about Kiko's tribes who used the camera and microphone happy pope for constant photo ops. 

The mess in Guam was the first stumbling block for Kiko et. al, and they badly needed a pope, post-Francis, who would preserve their avenues of power in Rome, and maybe even restore Apuron - which is why Apuron's "I'm innocent" speech on the first day of the conclave is suspicious for its timing. 

However, probably like everybody else in the world, not even the Neocat insiders figured on the man who would become Leo14. And it appears that Leo is wise to the Neocats, having had to take over a diocese in Peru that was laid waste by the Peruvian equivalent of Apuron.

GUAM: "THE WORLD'S LEADER ON STATUTE OF LIMITATIONS REFORM"

“In 2016, Guam became the world’s leader on SOL reform when it simply erased child sex abuse SOLs backwards and forwards. The result is that nearly 50 Guam survivors have come forward so far and the dangers to children hidden from plain sight are coming into focus. Bishop Apuron and Fr. Brouillard have been sued by many. Even a woman has come forward, defying the false assumption that the abuse by priests is limited to boys.”

My Note: When then-Governor Eddie Calvo signed Bill 326-33 into law, his accompanying comments clearly indicate that he expected the law to be constitutionally challenged. 

"I recognize Bill 326 has several legal and technical concerns. A major concern is over the bill's retroactive application of the civil statute of limitations for child sexual abuse cases. Whether such retrospect will pass constitutional muster is unclear...Despite these questions, today I will err on the side of the aggrieved. If am wrong, then the courts will tell me so. Or perhaps the Legislature will craft new legislation in order to clarify these issues."

The challenge never came. 

Prior to Calvo's signing, there was a concerted effort by the archdiocese to convince Calvo to veto the bill. The effort came at the instigation of certain very competent lawyers. After Calvo signed the bill, I found it curious that the same "competent lawyers" did not mount a constitutional challenge to the bill in behalf of the Archdiocese.

Later, as the Archdiocese was preparing to succumb to bankruptcy, I (and others) again wondered why there was no challenge to the retroactive component to the legislation given the "several legal and technical concerns" the governor had already expressed upon signing. There seemed to be an open door.

But the people "on the Hill" remained silent. 

My guess is that the Archdiocese was in such turmoil at the time - Apuron going AWOL, Hon's fumbling, the insertion of a completely unprepared Byrnes into the hottest spot on the Catholic globe, and the almost daily drumbeat of new clergy sex abuse allegations - that Archbishop Byrnes simply folded.

But did Byrnes fold on his own or was he told to? Recall that Byrnes himself told us that he answered to Cardinal Filoni:

“Byrnes added that Filoni, as the prefect of the Congregation for the Evangelization of Peoples, is something like his superior and that he reports to Filoni.”Guam Daily Post, Feb. 16, 2017

And while Filoni has since been removed as prefect, he wasn't removed until December 2019. The Archdiocese filed for bankruptcy in January 2019. 

Filoni was replaced as prefect by Cardinal Tagle, Archbishop of Manila, a prelate known to be friendly to Guam. Does Byrnes - or whoever is running this place - now answer to Cardinal Tagle? 

I don't think so. And the reason is this. There is no "chain of command" above a bishop. He doesn't work for a Vatican bureaucrat, not even the pope, and is only answerable - and only to the pope - in very narrow ways, usually in matters that only concern church teaching relative to faith and morals. 

This is what sounded "so wrong" when Byrnes told us he "reports to Filoni." We knew that the Kiko's were running Filoni - at least in Guam. Filoni is gone. Byrnes is pretty much gone. But Kiko isn't. And Gennarini - surprise - is suddenly here

HIGH DRAMA IN THE ARCHDIOCESE OF AGANA - PART 9: KIKO CONTROL OF AOA EXPOSED

[REMINDER: The objective of this series is to demonstrate who was and still is behind the bankruptcy of the Archdiocese of Agana and all that it is now costing us. It has been recommended that I save all this backstory for a book, however, the Kiko's are already back - and must be stopped.]


Apuron fled Guam on or about May 17, 2016, the day Apuron's first "accuser," Roy Quintanilla, publicly accused Apuron of sexually molesting him in the 1970's.

Six days later, on May 23, 2016, Senator Frank Blas Jr. introduced Bill 326-33 to lift the civil statute of limitation on child sex abuse. 

However, then-Apostolic Administrator to the Archdiocese of Agana, Archbishop Savio Hon Tai-Fai ("Hon"), and his then-boss, Cardinal Fernando Filoni, * had little to worry about since Blas' bill only aimed at the civil liability of persons and not institutions. In other words, should Blas' bill become law, Roy could sue Apuron, but that was it. 

* At the time, Filoni was Prefect for the Congregation for the Evangelization of Peoples which oversees "missionary" dioceses, and Hon was second in command. Why the Archdiocese of Agana, with an 85% Catholic population and a history of Catholicism for more than 400 years was still, in 2016, considered a "missionary" diocese - causing it to fall under Filoni and Hon's purview - is a matter touching on another scandal which funneled millions of dollars to this archdiocese and which did little more than fund the salaries of pet chancery employees. 

At this point (May 23, 2016), there was only one accuser, and Apuron had all the resources of the archdiocese to legally bury Roy. But then Apuron made a big mistake: Apuron ran to Rome for cover. 

Apuron did not announce his departure and probably thought he could recruit Francis to his side before any of us knew about it. 

Unfortunately for Apuron, Apuron's Kiko operatives apparently failed to inform him that approaching the Pope in a Vatican receiving line in the middle of St. Peter's square was probably not a good idea since - especially if you're a bishop - your picture would be taken by an official Vatican photographer. 

And so it was. In fact, there were several pics.

Meanwhile, back in Guam, on June 6, 2016, Hon arrived and assumed the duties of Apostolic Administrator as Apuron was AWOL.

On the same day, Walter Denton came forward with his devastating story of being raped by Apuron when he was 13 years old. This was a game changer for Hon. One accusation by one guy is not something the Vatican could have or would have acted on. The only reason why the Vatican acted, temporarily removing Apuron and installing Hon, was because Apuron had abandoned his post and fled into hiding. 

But now there were two. And Denton's accusation of rape sent the issue to a new level. Had Hon's job assignment been to get to the bottom of things, things might have worked out very differently for the Archdiocese of Agana. But Hon's job assignment was not to get to the bottom of things. Hon's job assignment was to put down the rebellion against the Neocatechumenal Way.

I know this because of my own inquisition before Hon during his Apostolic Visitation in January 2015 wherein Hon attempted to take me down by characterizing my motives (my posts on JW) as a personal vendetta against Apuron. But I also knew this for the simple reason that Filoni was Hon's boss. And Kiko was Filoni's boss. 

This would be made very clear a few months later when Fr. Jeff San Nicolas, in his then-capacity as "delegate to the administrator," pulled back the curtain on Filoni and his operators in Guam.

At a press conference in September 2016, Fr. Jeff revealed a letter he had received from Msgr. David C. Quitugua, a hard-core Kiko-operative and then-rector of the Neocat seminary, in response to Quitugua's denial of a visit to the seminary by a small group of lay people. Quitugua wrote:

This is to inform you that His Eminence, Fernando Cardinal Filoni, Prefect of the Congregation for the Evangelization of Peoples, has been made aware of the pre announced  “visit" of the Laity Forward Movement to the Seminary. Cardinal Filoni’s instruction is that no such “visit” can be made to the Seminary…

The news story goes on to report:

Father Jeff alleges it's the same Neocatechumenal support Archbishop Anthony Apuron continues to receive amid allegations of disobeying the Holy See relative to the RMS as well as the credible allegations of child sex abuse made against him. Father Jeff pleads to Pope Francis to declare the Archdiocese of Agana sede vacante - without a bishop.

Before going on with even more evidence that Filoni was running this archdiocese through Hon, let's review some facts about the Neocat seminary. 

We were told for years that this was a seminary FOR Guam, not just a seminary IN Guam. And, true to the generous spirit of the church's laity, millions of dollars were raised to support the seminary and its seminarians under the belief that this was "FOR Guam." 

The fact that Guam's laity had given millions of dollars for more than a decade to this "seminary" creates a stark contrast to Quitugua's final statement in his letter to Fr. Jeff:

We kindly ask you to inform the Laity Forward Movement that their “visit” and their demand for documents is not allowed.

Really? Quitugua et. al had no trouble depositing millions of dollars in checks from those same laity. But now they can't even visit. In fact, Quitugua keeps "visit" in quotes in a direct attempt to mock those same laity who just want to know what Quitugua and his brood did with their millions of dollars. 

So how does this seminary FOR Guam and IN Guam suddenly fall under the control of a foreign operator like Filoni? It doesn't. Unless of course Filoni is in the control of the Kiko's who control the seminary. So saying that Kiko was Filoni's boss is not a stretch. The line of command was laid out clearly and plainly in the letter Fr. Jeff exposed in September 2016. 

However, most of us who had been fighting in the belly of this stinking beast since at least 2013 knew that Kiko - via Filoni - did not just control the seminary, he controlled the whole Archdiocese of Agana. Archbishop Byrnes would confirm this when he arrived in November 2016: 

“Byrnes added that Filoni, as the prefect of the Congregation for the Evangelization of Peoples, is something like his superior and that he reports to Filoni.” - Guam Daily Post, Feb. 16, 2017

But now back to Hon and how his orders from Kiko-Filoni led to the bankruptcy of the Archdiocese of Agana.

These parasites cannot make any more damages. If Guam expelled them once they can do it twice...

I replied:

That's the trouble. They were never expelled. Byrnes refused to do it.

 An as a reminder, here's why:

But to address "damages" specifically, and relatively speaking, the Neocats have done no damage at all compared to the damage we permitted to go on under our noses for decades while we busily planned fiestas. 

The Neocats, and more specifically The Gennarini's (aka The Kikos) have simply re-landed in Guam to lap up the carrion. 

The Church in Guam is still salvageable. 

But given who the majority of Guam Catholics elected governor - twice - it appears that God has abandoned us to the Babylonians.

THAT'S JUST HOW THEY ROLL

On June 28, 2017, Cardinal Fernando Filoni, Prefect for the Congregation of the Evangelization of Peoples, wrote Archbishop Michael Byrnes, the following:

In effect, Filoni was warning Byrnes that he plans to block the sale of the Yona property if he closes RMS. 

As Filoni notes, the sale will need approval of the Holy See, and in this case, he, Filoni, is "the Holy See," since it is his Congregation which represents the so-called "mission territories" of which Guam is a part - though why after 400 years of Catholicism we are still considered a "mission" is a mystery. 

Well, as you know, Archbishop Byrnes has closed RMS. And here's what Filoni's actions will mean: It will mean the closure of and selling of your churches and schools. 

Here's why.

Currently there are efforts to mediate the 155-plus lawsuits out of court. The central motivation to do this is the belief that the Archdiocese of Agana currently has enough insurance and "non-essential" assets to satisfy the attorneys and the plaintiffs. 

The "gem" in the list of non-essential assets is the Yona Property, formerly occupied by RMS, which has been valued between 40 and 70 Million dollars. But even if the value is lower, it is still the largest, most valuable asset in the mediation pot. 

You can bet that if this property is removed from that pot - by Filoni blocking its sale - mediation will immediately fall apart and all 155 cases will head to court. 

At that point the archdiocese will have to declare bankruptcy and place all of its properties at the mercy of the court, including the "essential properties" - your churches and schools. 

At this point, Filoni will no longer be able to block the sale of anything because control of all properties will lie with the courts and no longer with the Archbishop of Agana. 

We must remember that this is no small matter. This archdiocese now has 400% MORE abuse cases per capita than the infamous Boston scandal which was made into the movie Spotlight. 

With 155 cases already filed at 5 to 10 MILLION each, that's 775 MILLION to ONE AND HALF BILLION DOLLARS in law suits. Even if only 25% of this has to be paid out, that's still TWO HUNDRED to FOUR HUNDRED MILLION DOLLARS. 

Given the list of "non-essential" properties the plaintiffs and their attorneys appear willing to settle for, it appears the most this could cost us is between 50 and 100 MILLION dollars, with all of that coming from properties that are not churches or schools. 

But if Filoni blocks the sale of the Yona Property - as he is intending to do - mediation is out the window and your church and your school will be on the chopping block. 

Having endured the most vile tactics from the neocat power brokers for nearly two decades, and seeing the lengths their local puppets were willing to go through to cover for them, we should not be surprised at a scorched earth policy that intends to wipe out your parish church and your children's school. 

That's just how they roll.

THE RED POPE, THE GREAT PANIC, & STANDING UP TO THE VATICAN BULLIES

During my private meeting with Archbishop Hon in January of 2015 when he was sent here as a "visitator," it was immediately clear to me that Hon had been sent to Guam with two orders: 1) shut down the dissent, and 2) save the Neocatechumenal Way. 

At Hon's meeting with the clergy a couple days later, Hon left no doubt about his script: 1) shut down the dissent, and 2) save the Neocatechumenal Way. During the meeting, one member of the clergy texted: "We're SOL." 

Upon Hon's return to Guam in June of 2016 as Apostolic Administrator, it was immediately clear that Hon had been given the same marching orders: 1) shut down dissent, 2) save the Neocatechumenal Way, and now there was a third: discredit all claims of sex abuse against Apuron. 

Number 3 was made abundantly clear when Hon addressed the diocese at St. Anthony's parish at a special meeting on June 9. He completely avoided any mention of the allegations against Apuron, which at that point were from Roy Quintanilla, Doris Concepcion, and Walter Denton. Roland Sondia would come forward the following week.

At a prayer service a few days later, as if to mock Apuron's accusers, Hon specifically mentioned allegations against clergy which he said turned out to be unproven. And on Sunday, June 12, 2016, Hon made his intent to protect Apuron, and by extension, the neocats, visible, by publicly ignoring Walter Denton on the steps of the Cathedral before Mass.

It was clear from the outset that Hon was Filoni's puppet and that he had been given a script he had to stick with. And the fact that Hon, an archbishop with no experience of ever running a diocese, was sent to fix the most troubled diocese in the world, was all the more confirmation that he was only here to run interference for Apuron and preserve the Neocatechumenal Way. 

But there was something Filoni and Hon didn't count on: FACTS. Facts, and people willing to stand up to the Vatican bullies. 

In August of 2016, Hon was finally cornered with those facts by certain lay people at a meeting with the presbyteral council. Hon was cornered. He had no alternative but to admit that Apuron and the neocat hierarchy had conspired against the faithful of the Archdiocese of Agana and had covered the conspiracy with the most remarkable lies - the same lies that recently appeared in the dutiful groveling of a fourth rate Italian version of the Enquirer which still reports Elvis sightings. 

But Hon's real downfall came when he publicly mocked the bill lifting the statute of limitations. Initially the bill only targeted individuals, not institutions. However, Hon's mockery of the effort led to an angry public hearing and the modification of the bill to hold institutions accountable - since it became evident that doing so would be the only thing which might make Hon finally cast off his Filoni-provided script and face the truth about Apuron and the Gennarini agenda.

Upon the unanimous passage of the bill, Hon immediately sought to appease us by running to Rome to ask for Apuron's resignation.

But now that put him directly in the crosshairs of Kiko Arguello and Filoni Baloney. Arguello and Filoni flew into action and got Hon out of Guam PRONTO! - replacing him with a bishop from Detroit who admittedly had no prior knowledge of Guam's problems. 

Upon Byrnes' assignment, Filoni ordered Gennarini to meet with Byrnes before actually going to Guam. I don't know if Gennarini ever got to him, but I know there were several attempts. The assignment of Byrnes was another red flag. Why assign a bishop who knows nothing of Guam to the most troubled diocese in the world? It was easy to see why: 1) the people of Guam historically have respect for "American" authorities, and 2) Filoni and Gennarini saw Byrnes as malleable. 

Byrnes' pastoral and more so his "American" image was meant to disarm us while Filoni and Gennarini would work on him behind the scenes. However, Byrnes soon ran into the same wall called FACTS that Hon ultimately ran into, and it wasn't too long before Byrnes publicly declared Apuron a "DISASTER."




So now Byrnes is in Filoni and Kiko's crosshairs. However, Byrnes is not in the same position as Hon who is an employee of the Curia and only appointed temporarily. Byrnes is a coadjutor bishop with full rights of succession to the episcopal chair of this diocese once it is declared "vacant."

In short, Byrnes is not under Filoni's authority or control. To remove him would require a canonical process similar to Apuron's. Of course, the pope can still act unilaterally, albeit in contradiction to canon law, and who knows, maybe Byrnes would much rather go back to Detroit. (Who could blame him.) 

All of this intrusion by Filoni, Kiko, and Gennarini, including the recent so-called "demotion" of Hon to nuncio to Greece, is a loud declaration that Apuron is NOT INNOCENT. For if he was, it would have simply been declared and there would not be the very obvious great panic to deflect, deny, discredit and destroy - which is the neocat calling card. 

Maybe the Red Pope, (aka Filoni) should spend some time in the Sistine chapel staring at the back wall.

FILONI IS NOT THE HOLY SEE, YOU SEE :)

They are using that ill fated social media to tell everyone that the Red Pope controls the NEO Cult Presbyter Factory in Yona and ArchNEO Cult Presbyter Anthony Sablan aspirin is still in control of the Catholics on Guam. LMAO 😂 😂

Excuse me. RMS cannot be sold off without the approval of the Congregation for Evangelization/curia.
Archbishop of Agana requires consent of curia to sell/close down.
Wishes of Cardinal Filoni/curia important. Archbishop Anthony is Archbishop of Agana.

Canon Law does not require the approval of Filoni, the Curia, or his pathetic congregation. Canon Law requires permission "of the Holy See":
Can. 1292 §2. The permission of the Holy See is also required for the valid alienation of goods whose value exceeds the maximum amount, goods given to the Church by vow, or goods precious for artistic or historical reasons.
So what is the Holy See? Is it Filoni? Nope. The Holy See is ultimately the pope. The Catholic Church is a monarchy, not a democracy. But beyond that, there is this:
Can. 1293 §1. The alienation of goods whose value exceeds the defined minimum amount also requires the following: 
1/ a just cause, such as urgent necessity, evident advantage, piety, charity, or some other grave pastoral reason;
The "just cause" is the salvation of the "essential properties," i.e. churches and schools. If the Yona property is NOT part of the settlement, attorneys for the plaintiffs will NOT be willing to settle and will pursue their cases through the court where ALL diocesan properties will be at risk.

The pope is not likely to place all of our churches and schools at risk to save a neo-infested property which will probably need millions of dollars of decontamination work (if not several exorcisms), before the property is of any use to anyone.

FILONI EXPOSES VATICAN TO LIABILITY

As per John V. Doe v. Holy See, the sovereign state immunity of the Holy See does not shield it from civil litigation. The Holy See is vicariously liable for negligent bishops. Therefore it is foreseeable that Apuron shall not be found guilty in Rome because although not binding it would be inconvenient for the Holy See to deny it`s liability for Apuron after convicting him in it`s own jurisdiction. 


Of course civil litigation against the Holy See would be prohibitively expensive and it would appeal the ying-yang out of it. Then again; if it was the charitable entity that it represents itself to be, the Diocese of Rome would simply unload a small chunk of it`s billion dollars in assets in it`s jurisdiction and compensate victims for it`s negligence concerning Apuron. 


Even though the commenter has his facts wrong, there is still something very important here. I'll explain.

APURON OUT, APURON OUT, APURON OUT, OUT!!!

Faithful Catholics,

The appointment of Msgr. David Quitugua  by Archbishop Byrnes to the College of Consultors of the Archdiocese of Agaña does not sit very well. Msgr. Quitugua The Lesser was one of the key players in the the deceitful scheme to give the Yona property to RMS. He also denied us (LFM ) visit to RMS.  Remember--we found out that he had orders from Cardinal Filoni (baloney)  not to allow the visit. Tim has published a complete "rap sheet" for  Msgr. Quitugua at A REALLY BAD GUY.  Quitugua was one of apuron's top henchmen--something to remember as we continue our quest for APURON OUT.

All of the really hard stuff we are having to work through right now in this archdiocese is a direct consequence of the mess Archbishop Hon created. And while Hon eventually came around to the truth and began to do the right thing, he made an absolute mess of this diocese. And it is primarily because of him that the archdiocese is facing millions in law suits.

Here's why.

FILONI WON'T PERMIT IT

The last couple of posts have produced a firestorm of inter-related comments. Here is my reply to most of the comments in summary:

For the first time ever, the Kiko's, all the way up to Kiko himself, are scared s____less that their scam may be up. 

While The Kikos' scam has been scrutinized elsewhere, and even labeled a heresy by at least one fearless bishop (those are rare), Apuron's role in the middle of this stench, and then the intrepid interpolation of Ballin of Doha, have rammed two bishops right into the crosshairs of that scrutiny, forcing Rome to rub its nose in Kiko's filthy mess.

This is why Filoni, while sidelined for a bit after David the RMS Doorknob unwittingly exposed him, has hurriedly regained control of Guam. 

Archbishop Byrnes may not even be aware of the depth of this evil scam. In fact, I am quite sure of it. At his first press conference Byrnes was asked a question about Filoni and he quite innocently referred to him as "who I report to.

ALL THE WAY UP TO FILONI-BALONEY

Make no mistake, JTT is backed into a corner and is lashing out like a trapped cat. She has no choice. Even without a public statement by Wayne Santos, it is very clear from JTT's press conference, at which Wayne Santos was not present, and Wayne's missing signature on JTT's "Final Report," that JTT lied about the vote to report Msgr. James to the police and the AG being "unanimous."

For a practicing attorney to engage in a public lie, let alone use the lie to encourage legal action against another individual, is a serious breach of the ethical standards of her profession whether or not she was in fact presenting herself as an attorney, and JTT knows this. Thus we can expect her to do everything within her power to try to distract from what she did. 

We'll come back to that. Meanwhile, let's take a look at the main point of her report.
"Deloitte and Touche Review Findings dated January 8, 2014 made certain recommendations...the following was instituted to address each of the problem areas identified..."
JTT goes on to detail the things her Board did to address the findings and conveniently fails to mention all that the Board under Msgr. James had already addressed. 

First, let's point out that D&T did not do an audit. They did a Review. A Review is just that: a review of the organization's financial statements to see what corrections or modifications might be necessary. 

D&T presented its Review Findings on January 8, 2014, noting several matters that needed to be corrected. Even before the completion of the Review, the Board under Msgr. James had already begun to address the matters. The corrective action taken by Msgr. James and the Board was noted in a June 26, 2014 letter from Apuron to Msgr. James, wherein, in addition to noting the corrective action taken, asks Msgr. James to ready the 2014 financial statements for review. 

The corrective action already taken was made public at a press conference (See PDN story here) on the morning of August 6, 2014 by two financial professionals, Mr. Joseph Rivera and Mr. Art Ilagan, who had been working with Msgr. James and the Board to address the outstanding issues. (See Mr. Rivera's full statement here.)

Like Apuron before her, JTT completely ignores the corrective action already taken and proceeds to trash Msgr. James, and surely for the same reason Apuron did (since both have the same boss: Gennarini-Pius). 

Why is it necessary for them to discredit Msgr. James?

Clearly there was the threat that upon Apuron's required resignation at age 75, a likely candidate for his replacement was the not-so-neo-friendly Msgr. James. We must keep in mind that Guam was to be the model to the world of a completely Neo-diocese, which in turn would be used to sell more of the world's bishops on Kiko's vision for a new church. 

Msgr. James was a major stumbling block to this grand KAKA vision and he had to be gotten rid of. But they knew they could not do so legitimately. The only way forward would be to take the recommendations from D&T and trump the whole thing up into a "audit" which had uncovered deliberate criminal activity.

Since this was NOT true, it was absolutely necessary that Msgr. James NOT be given an opportunity to address the charges. This was accomplished by immediately removing Msgr. James from both the Cemeteries and the Cathedral where he could no longer have access to the evidence which he could use to exonerate himself, and as insurance, Msgr. James was NEVER to be given a copy of the allegations against him. And up until June of 2016, this worked. 

However, JTT did not foresee Apuron's removal a move which left her completely exposed to the JungleWatch drumbeat of LIAR, LIAR, LIAR.  

Then, with the discovery of the secretly recorded Declaration of Deed Restriction in January 2015, things began to unravel quickly. The conveyance of title to the Yona property was tied directly to the Neo-plot to take over the diocese and ultimately to protect even itself should Apuron fall. 

JTT played a major role in the subsequent scramble to cover up this truth, even going so far as to procure and pay for a false certificate of title for the Yona property. 

But she did not count on the entrance of a major player: Mr. Robert Klitzkie. Klitzkie knew where to look and who to hold accountable. Almost immediately Klitzkie discovered that all roads led to JTT. Read the CERTIFICATE OF TITLE FIASCO for more. (By the way JTT, we're not done with you on that. More to come!)

The recent invalidation of allegations against Msgr. James was a major setback for JTT, but his appointment to a position overseeing the patrimony (assets) of the archdiocese, had to be the last straw. 

From this new perch, Msgr. James could expose JTT's role in the squandering and cover-up of the Yona property, which then would expose the Neo-cult's vicious money-laundering, land-grabbing, power-usurping international syndicate, along with their Vatican comrades, all the way up to Filoni-Baloney. 

Obviously, this past weekend's "CON-vivence" was the cover for a major strategy meeting and trumped any possible deal with Jeff to deal with this quietly. It's not just Apuron who is at risk here. It is not just Kiko's vision of a model Neo-diocese which is at risk here. It is not just the mega-million dollar Yona property which is at risk here. It is Filoni-Baloney who is at risk here, and with him the whole Vatican apparatus which has given cover to Kiko for decades. 

This is why the order came straight from Filoni NOT to let the LFM ladies into the seminary. You might have wondered what some big shot Vatican prelate is doing intervening in a visit by a few elderly ladies to a seminary on the other side of the world. It was a matter of both WHAT they might see there as well as WHO, though to be sure Pius and Apuron would have been carefully hidden in the men's room. 

Now, back to JTT's FINAL REPORT.

At the beginning of the Report, JTT states, once again, that the Board is acting "unanimously":



However, at the end of the report, there are only four of the five members of the Board who signed it (the Administrator is technically not a member of the Board). Wayne Santos is again missing. Even if he is still off-island, his consent could have been attached even if it was an email. But it was not.



Now, there's one more thing. One more thing about Filoni-Baloney. You might be wondering WHY it is so important for the Kiko's to protect him. Don't they have other friends in the Vatican? Yes they do. Many. However, Filoni-Baloney is different. In the lead up to the last papal election, he was considered to be "papable," a major candidate for the papacy.

Francis has already given an indication that he does not intend to die in office, that he might even follow Benedict into retirement at some date in the near future. The election of Filoni to the Chair of Peter would be the FINAL VICTORY for Kiko Arguello, the culmination of his life's work. And everything boils down to what is happening on Guam, RIGHT HERE, RIGHT NOW.

The Red Pope, as both his enemies and his friends have nicknamed him, is falling in the long and sad tradition of the Vatican's political Cardinals, who have for better and often time for worse dotted the Curia's long History.

One thing about the man, is that he is a very shrewd operator, in the traditional Italian understanding of the word. He is a consummate  man of the shadows, and of the power wielded around the Vatican.

THE "RED POPE"

One department accused of resistance to financial reforms is the Congregation for the Evangelisation of Peoples – known as Propaganda Fide – that oversees and funds the Church in mission territories. 
The 400-year-old office has extensive property holdings and a degree of autonomy: the prefect in charge of the department – currently Cardinal Fernando Filoni – is known as “the red Pope”.

The Prefect oversees the Catholic mission territories and is traditionally dubbed the "Red Pope" as a reflection of both the power of his congregation and the red vestments of the Cardinal Prefect. The office's sizable resources (furnished by income from its long-maintained Roman real-estate holdings) provide a significant amount of funding to the efforts of the developing church, and the congregation's cardinals are responsible for recommending appointees to the episcopacy in mission areas, mainly African and Asian countries, a task that falls to the Congregation for Bishops in more established locales. Archbishop Savio Hon Tai-Fai is Secretary (Filoni's deputy) of the Congregation. Their knowledge of China and the government-controlled Chinese church will be crucial in resolving diplomatic issues between the two entities.

NOTE: SMH. Hon can't even handle a small dispute between normally non-confrontational and peaceful Guamanians. How's going to handle Communist China???

THANKS LFM. NOW WE KNOW!

We now have verification of what we have suspected from the beginning: a full and complete Neocatechumenal takeover of the Archdiocese of Agana. 

We also have verification of our suspicions that Hon was never here to bring reconciliation and unity but to continue that Neocatechumenal takeover after things went askew with Apuron.

All of this is clearly laid out in David the Rector's September 7 letter to Fr. Jeff San Nicolas wherein Fr. Jeff, the "competent ecclesial authority" for the Archdiocese of Agana in Hon's absence, is told by David the Rector, that Cardinal Filoni, Prefect for the Congregation for the Evangelization of People and "Kiko's best friend in the Vatican," that he (Jeff) has no jurisdiction over the so-called Archdiocesan seminary, otherwise known as RMS.

PRAY HARD THAT THE GOVERNOR DOES NOT FALL TO FILONI

At first, I was one of those who was urging others to "give Hon a chance."

In fact, when a listener called into the Patti Arroyo show on June 10, the day after Hon's first address to the Catholics of Guam at St. Anthony's, and expressed disappointment that Hon had said "nothing about the victims," I immediately called in and angrily protested that we needed to give him a chance. 

However, within a few days, I was to see the error of my thinking and immediately realized that Hon had been sent here by Filoni to do one thing: save RMS, and save Apuron if he could. 

And who is Filoni? 

As Frenchie explains in his post A STUDY IN DOUBLE TALK, AND MISLEADING PEOPLE, Cardinal Fernando Filoni is "Kiko's best friend in the Vatican.

While it is obvious to most people that have had the misfortune to meet our former vicar general, that he is not the brightest light on the tree; it is also obvious that what David lacks in smarts, he certainly makes up in deviousness. It is most likely one of several reasons for Pius to have selected him as the actual go-to man for the NCW while he assumes a lower profile.
