“Because the Code of Canon Law says nobody but the Holy See can investigate a bishop, they don’t need to explain that policy,” Haselberger said. “Because they’re the only ones who are going to do it.”

The pope is not going to write instructions to himself about how to investigate a bishop, Haselberger said.

Haselberger also said there is no universal procedure to handle bishops accused of molesting minors.

“It’s pretty vague, to put it mildly,” she said.


  1. Judymae Quitugua Census Taker at U.S. Federal Government posted this comment in the Pacific Daily News - "Lol! Groups protesting outside of the Catholic Church are duplicating the Ku Klux Klan style!" Is she a Federal Employee on Guam which makes Guam look bad because the Federal Government is against Federal Employees using their title for religious opinions. You can state your opinion as a "private citizen" but she seems to enjoy letting the whole world know that she works for the Census Taker at the U.S. Federal Government. Is it a different rule for Census Takers or is this Just an Only On Guam? And who is her Supervisor?

    1. I am assuming "census taker" means she is unemployed for 3.5 years and then for a few months is employed as a part-time census taker. That cracks me up.

  2. How about the law of the land? Can't the Atty General, Guam Police do something about this? Being protected by the cloth is ludicrous in my opinion. He should be arrested and photographed just like every other pedophile/law breaker.

  3. Sorry James 007. Unfortunately the statute of limitation on criminal charges is very specific. Other than murder/homocide, all other crimes have a certain time clock to them. Even though many would like to see the evil man arrested, the time frame of his offenses has expired therefore proper criminal proceedings cannot be administered.
