Gotta love the opportunities the Kikos give us to drag out Apuron's dirty history over and over again. It's hilarious to think that they don't know that the Vatican DOES NOT deal with finance officers of individual dioceses. LOL. It is NOT the finance officer's duty to submit anything to the Vatican:

Can. 494 §4. At the end of the year, the Finance officer must render an account of receipts and expenditures to the Finance council.

It is then the duty of the bishop, who presides over the Finance council (Can. 492 §1. In every diocese a Finance council is to be established, over which the diocesan bishop himself or his delegate presides) to submit whatever the Vatican requires.

Kudos to Archbishop Hon! It appears that in his quest for unity and reconciliation, Hon is REALLY, and I mean REALLY reaching out!

For years the archdiocese has been famously at odds with the several attempts to legally normalize same-sex unions. In fact, it could be said that the initial spat back in 2009-2010 between Apuron (it wasn't really him) and Vice-Speaker Cruz, who championed the legislation, is what led to the larger war which eventually brought Apuron's accusers to the fore and ultimately Hon to Guam.

Arroyo confirmed the revision of the sex abuse response policy, but said the revision was not directly a result of the recent public accusations against Apuron.

He said it is about making sure the best policy is formulated.

“It is to go over the policy, see if there’s revision or update needed. That is being done by the team,” Arroyo told the Pacific Daily News.

Ummmm, let's see now. The policy has not been revised since it was instituted in 2002, EVEN after the USCCB updated its policy to zero tolerance later that same year and the Vatican itself, as recently as 2013, directed Apuron to fix it because it was so deficient, and Apuron did not. And now Arroyo says "nothing to see here." But, oh, yah, he's the same guy who wants us to think that raping little boys is just a "misunderstanding."

MY NOTE: Archbishop Hon has asked for patience. These victims have waited as long as 40 years. The people of Guam have waited as long as 30 years (Apuron's horrid reign.) More recently, they gave Archbishop Hon nearly a year and half to do something about Apuron's mess since his investigation in January 2015.
