WHY WE NEED TO THANK BOB - NOT THE CHURCH - FOR THE "SAFE SPACE"

"This is the church's commitment to keep our children safe and to be connected, especially to the victims, but also to the many people out there who are still hurting. It's a chance for us to gather them in a safe space," said vicar-general Fr. Paul Gofigan. - Guam Daily Post, April 12, 2025

The words "safe space" came to mind yesterday at the state funeral for the now late-Senator Robert "Bob" Klitzkie. They came to mind because it was Bob who created that "safe space."

The local Catholic Church did not create that safe space. Its leaders may be enforcing it now (under court order), but they did not create it. Bob did. And here's how.

On May 17, 2016, Roy Quintanilla, the first of then-Archbishop Apuron's accusers, came forward at a press conference held on the street between the Cathedral and the DNA Building. Roy detailed how, as an altar boy, 40 years ago, Apuron had sexually molested him.



Apuron denied the allegations and blamed an ad placed by the Concerned Catholics of Guam in local papers for the "false" allegation:

"To be absolutely clear and to avoid any misinterpretations of my statement, I deny all allegations of sexual abuse by Roy Quintanilla."

Archbishop Apuron says newspaper advertisements placed by the Concerned Catholics of Guam, calling for sexual abuse victims to come forward, have now resulted in a false allegation.

However, Apuron functionally admitted he was lying when he immediately disappeared that very evening and showed up in Rome the next day, caught on camera by the Vatican's cameras as he tried to get help from Pope Francis during a public event.

In the meanwhile, Apuron's storm troopers (Edivaldo et. al) made things exponentially worse by staging (poorly) a defense of Apuron starring an elderly deacon. 

As the circus escalated, I wrote on May 21, 2016, in a JW post titled "DO THIS IF YOU WANT TO SEE TONY RUN":

It is very possible that Apuron has already been asked to resign by one of the Vatican Congregations, but has refused - or should we say, Pius has refused to let him resign. They need to keep him going to do this upcoming ordination. 

Public protests, letters to the editor, radio show call-ins, signs, comments submitted with real names on this blog, etc. The din must become deafening. And stop asking him to "step down." That sounds too dignified for this pathetic monster. It's time to start saying "get the hell out. " 

However, there is one thing that can be done to legally remove him. Pass a bill lifting the statute of limitations on past sex crimes against minors. Then watch Tony run. But it will be too late. 

Two days later, Senator Frank Blas, Jr. introduced Bill 326-33 which proposed lifting the civil statute of limitations on the sex abuse of minors. (PDF of the bill)

However, the bill only allowed victims to sue their perpetrators and not the institutions which shielded and/or enabled them. Given that the victims had been minors and that the perpetrators were either dead or had few assets (given that the aim was at offending clergy at the time), it was unlikely that any lawyer would be willing to represent the victims.

At the time, the bill served its real purpose which was to put Apuron and his defenders on notice, given how Apuron, at the time, was threatening to sue. However, soon thereafter, the then-Apostolic Administrator, Archbishop Savio Hon, most likely acting on orders from his Neo-compromised boss, Cardinal Fernando Filoni, decided to belittle the victims (by then there were four) and their stories. 

Enter Bob Klitzkie. 

Bob, a recent Catholic convert, upon seeing Hon's flippant response to the victim's accounts, immediately set to work with then-Senator Frank Aguon, Jr., whose committee the bill was in, to amend the bill to include institutional liability. 

Bob and Frank rewrote the bill to include this all important provision:


The amended bill was introduced as Substitute Bill 326-33 and had a public hearing on June 27, 2016.  The legislation was passed unanimously by the legislature and was signed into law as Public Law 33-187 by Governor Eddie Calvo on September 23, 2016, despite "the Church's" (Hon's) last desperate attempts to oppose it

In his testimony submitted in support of the bill he had helped write, Bob set out a thorough history of how this legislation came to be, and I recommend that today, April 15, 2025, on the day of his funeral, the day we commit the body of Robert W. Klitzkie to the earth and his soul to heaven, that you read it...and thank Bob for the "safe space."

“Please give us Agat boys a chance to achieve some measure of justice and closure in our lives.”

GOVERNOR EDDIE CALVO VS GOVERNOR LOU LEON GUERRERO

Governor Lou Leon Guerrero has filed with the Supreme Court of Guam a Request for Declaratory Judgment relative to the status of "Belle's Law," which in 1990 "broadly criminalized abortion." 

Tall Tales talk show host, Bob Klitzkie discussed the governor's action a bit on his show this past Friday and raised some important issues with the filing. However, due to its length (46 pages), Bob advised that he would study the filing over the weekend and get back to us on Monday with an in depth analysis, so we will wait for that. 

Meanwhile, as Atty. General Doug Moylan points out, the governor appears to be "maneuvering:"

Whatever opinion the Supreme Court of Guam issues will not be binding. However, it is possible that the legal analysis could be used by the District Court once it picks up the issue, which would explain the maneuvering by Adelup, he said.   

On its face, the governor's filing appears to be a typical liberal progressive end run around the legislature (and the voters) to get the courts to legislate from the bench. Instead of "maneuvering," the governor should just get her pals in the legislature to do their job and introduce a bill to repeal Belle's Law. 

It's not only simple, it is exactly what is supposed to happen and why we elect these people in the first place. In fact, the governor doesn't even have to ask the legislature to do anything, she can introduce a bill herself and even call the legislature into a special session to vote on it. 

So why isn't she doing that?

It's not hard to understand. The governor, like most liberal progressives, knows that she can't compete in the free arena of ideas, so she's running to the courts for cover. This is the same thing cowardly legislators do when they don't want to engage controversial legislation out in the open. They run to the Attorney General for an "opinion" they can hide behind. 

It's not only cowardly, this sort of thing compromises our rights as citizens to the designed protections of three CO-EQUAL branches of government, and we should take note to vote these cowards out next time around.

Neither the Supreme Court of Guam nor the District Court can "alter or annul a statute"- which is what the governor is after here. So what is she really up to? What is she "maneuvering" to do as Doug Moylan describes it?

Again, it's not hard to understand. The governor knows that her pals in the legislature are too cowardly to move forward on a bill to get rid of Belle's Law. Said cowardice was exemplified recently by Sen. Parkinson who, after previously grandstanding about the matter, slunk behind the skirts of the ACLU when he actually had the opportunity to do something about it.

So the governor is simply "maneuvering" to give her pals cover when it comes to actually introducing legislation to not only repeal Belle's Law, but probably after that, push forward legislation that will draconically enshrine legal abortion in Guam law - and if the governor has her way, legalize infanticide as well - given her previous public testimony opposing a bill that would require normal medical care for children who survive failed abortions. 

The correct way to deal with Belle's Law, of course, is for the legislative process to play out and then whatever the outcome, let it be challenged in the courts. In other words, legislature first, courts last. And not the other way around. 

This is exactly how then-Governor Calvo handled the bill that became P.L. 33-187. And how he handled it is a lesson for all lawmakers, especially the current governor. Upon signing what was probably the most controversial piece of legislation ever engaged in the history of Guam's legislature, Governor Calvo stated:

"I recognize Bill 326 has several legal and technical concerns. A major concern is over the bill's retroactive application of the civil statute of limitations for child sexual abuse cases. Whether such retrospect will pass constitutional muster is unclear...Despite these questions, today I will err on the side of the aggrieved. If am wrong, then the courts will tell me so. Or perhaps the Legislature will craft new legislation in order to clarify these issues."

WHY WE MUST CONTINUE TO "STOP THE MONEY"

The only protection Roy, Walter, Doris, Roland, Leo (and who knows how many others) have against being sued into poverty, as Apuron has threatened to do, is the law lifting the civil statute of limitations relative to sex crimes against minors. 



Had it not been for the efforts of Silent No More and the swift action of Senator Frank Blas, Jr., the author of the bill, Apuron's suffering wounded would have been sued into poverty and silence. The only thing that kept Apuron from crushing his accusers was the threat of the legislation and the only thing keeping him from crushing them now is the law born of that legislation.

LET'S THANK RIC EUSEBIO FOR HIS CONSTANT REMINDER OF WHAT KAKA DOES TO THE BRAIN

Ric Eusebio continues to make himself a cartoon - a white-coated emblem of what Kiko Arguello Kool Aid (KAKA) does to he brain. 

In the Daily Post story, Eusebio blames everyone but himself for the passage of Bill 326 and its enactment into law as P.L. 33-187

But here's the big funny:
"Eusebio began advocating against the passage of the bill last week as it awaited a decision by the governor on whether to sign it."
So, "the doctor" waits till AFTER the bill has passed to begin "advocating against" it. LOL. Ummm, Earth to Eusebio, that's why public hearings are called PUBLIC hearings. They are called PUBLIC hearins so that the legislature can hear the PUBLIC. But Eusebio wasn't there. 


Eusebio did not submit even so much as letter, but now suddenly he's an expert as to what the new law does and doesn't do, and on what everybody else should or shouldn't have done:
"He further blamed the passage of the bill by the legislature on Archbishop Savio Hon Tai Fai, apostolic administrator to the Archdiocese of Agana. Eusebio's criticism of the archdiocesan administration was fueled by reports that church authorities failed to weigh in on the bill while the legislature was accepting testimony.'
How do you not add an SMH and an LOL to this lunacy. Seriously, he, Dr. Ric Eusebio, who had every opportunity, right, and duty to "weigh in on the bill while the legislature was accepting testimony," DID NOTHING, but he is willing to criticize Archbishop Hon for doing nothing. 

Do you see what KAKA does to your brain, folks? Do you see here the real fruit of the Neocatechumenal Way? This guy is a CATECHIST. He is in charge of the shaping of your soul if he is YOUR catechist. 

I mean, seriously, this guy had no problem going PUBLIC a couple weeks ago to defend Apuron, Pius, and RMS. But he said NOT a word against Bill 326...ummm, until it PASSED! 
"Bill 326, in addition to monetary restitution for all, could have been about the types of family support the government would have been able to provide for families identified to be at risk for child abuse," he said. "Instead, sadly, it focused on the perceived injustice of alleged victims of the Catholic Church."
More SMH and LOL. The words "Catholic Church" NEVER appeared in the bill. Neither its author nor the legislature as a whole ever brought up the words "Catholic Church." Not even the victims who publicly testified in support of the bill used the words "Catholic Church" other than to say they still love and do not blame the Church. 

No, the words which were brought up over and over again were not the words "Catholic Church!" but the two words and one initial which is what Eusebio is really upset about: ANTHONY S. APURON.

GOVERNOR'S ADDRESS TODAY




Hafa Adai my friends and family,

Our island family has been through much these past several months. I hope that we can now move forward and begin the process of healing.

Just as Pope Francis called on us to pray for the victims of sexual abuse during a Worldwide Day of Prayer, I ask everyone to pray for our island’s victims of this heinous crime, most especially the vulnerable of our community, our children.

In the words of Archbishop Joseph E. Kurtz: “This universal expression of healing and sorrow, joined by our brothers and sisters around the world, will be a powerful reminder that no survivor should walk the path toward healing alone.”

We pray that the survivors of sexual abuse begin the healing process. We pray they receive deep comfort in the support of their family and friends and from the community. We pray that what has been stolen and broken will be restored. Most of all, we will continue to proactively protect our children and our island from this horrible injustice, so that no individual will have to undergo this pain and suffering.

God bless our children, our families and our island of Guam.

Like many others on Guam, I woke up Saturday morning wondering what the future holds for us as a community. With Gov. Eddie Calvo’s signature of approval to Bill 326, we are on an unchartered course of attempting to hold a religious institution accountable for alleged acts that, if true, are both morally and legally deplorable. This is going to take some time to sink in.
