ARCHBISHOP APURON: TAKING AWAY MONEY FROM TRUE MISSION DIOCESES FOR DECADES.

Guam a ‘poor mission’ diocese?


A "poor mission diocese." These are words the archbishop of Agaña believes describe the archdiocese. As such, under the leadership of the archbishop, "The Archdiocese of Agana has been supported by Catholic Extension Society’s grant assistance to mission dioceses for more than 30 years,” according to a June article in the U Matuna Si Yu’os (umatuna.org).   1. Information needed.....was the funding given by the Catholic Extension Society to the Archdiocese of Agana obtained through fraudulent circumstances? If so, is that not a crime?

    1. If the knowingly false statements, wrongfully made to obtain funds under false pretenses, were made by mail, that would be Mail Fraud.

      If made by telephone, fax, or internet, that would be Wire Fraud.

      Both are federal offenses, investigated by the FBI (if credible evidence is submitted to them) and prosecuted by the USAO [U.S. Attorney's Office].

      Venue would either be where the subject made the false statements (Guam), or where they were received by the Catholic Extension Society (CES).

      Willingness of the CES to file a complaint would make a big difference in the likelihood of prosecution. This seems highly unlikely to me, just like victims of domestic violence often refuse to complain.

      Too bad the CES donor base can't be contacted directly. Or can they, through the media? Would even this make the filing of a criminal complaint against a sitting Catholic Archbishop by a Catholic evangelizing organization any more likely? Doubtful.

      That doesn't mean he isn't guilty. Perfect justice is not found in this vale of tears.

  2. At the end of my article I give the guidelines Catholic Extension uses to determine if a diocese is a "poor mission diocese." The arch must have stated in his application that at least one if the guidelines applies to Guam or funding would not be granted.
    We do not qualify as a "poor mission diocese" according to the guidelines given by Catholic Extension which I quoted at the end of my article. How does the archbishop claim we are a "poor mission diocese" and at the same time, send RMS-trained presbyters to other parts of the world "on mission." I believe the arch has committed fraud and has taken (stolen) money from Catholic Extension for over 30 years--from the start of his reign as archbishop to the present. I don't know if it's a prosecutable crime but it is morally reprehensible and behavior unbecoming a vicar of Christ. The arch is a LIAR and a THIEF!

  4. Tim did send an email to the president of Catholic Extension. He did not get a response. I have emailed Sr. Marian Arroyo to explain how we qualify as a "poor mission diocese." She has yet to respond to my email. I will contact her and see if I can arrange to meet with her next week. She is the designated contact person between the archdiocese and Catholic Extension. Initially, I contacted the chancellor, Fr. Adrian Cristobal. He redirected me to the vice-chancellor, Fr. Alberto Rodriguez. He referred me to Sr. Marian Arroyo. I am hoping Sr. Marian will respond. The archbishop is the only person who can request for funds from Catholic Extension. He is the perpetrator of this fraud and the theft of funds from true mission dioceses.
    He had to have LIED on the required documents among which are financial statements. The arch jets hither and yon all over the world. Can a "poor mission diocese" afford such expenditures? Can a "poor mission diocese" provide the arch with a luxury vehicle fully/loaded at a cost of $60,000??? We are living in bizarro diocese. SHAME on the archbishop, LIAR and THIEF, extraordinaire!

    2. The Equus even if a donation must be listed among the assets of the archdiocese. I looked at the website of a mission diocese and under assets was listed "donated car $8000.00."

    3. Actually, that depends on the intent of the donor / gift-giver.

      When I got married 23-1/2 years ago, I wrote two checks. One to the parish as an offering, one to the celebrant personally.

  5. For maximum effect, any solid, documentary, or other incriminating evidence should be sent as a package to the FBI office nearest the Catholic Extension Society headquarters.

  6. After all, some domestic violence is indeed prosecuted even absent cooperation by the victim. Corroborating evidence can be obtained from CES by Grand Jury subpoena.

    It all depends on the state of the prima facie (first look) evidence that can be presented to the FBI.

  7. Can a subpoena not be served against apuron for specific charges?

    If so, he can't use his favorite "back door" this time.

    1. Possibly. This is why the CCOG is raising money. Legal proceedings are expensive. The opinion alone cost nearly $13k. There are now several other expenses related to the generation of the documents related to the return of the property. Failing to sign, the CCOG will then move forward with both the civil and canonical cases. Estimated costs at this point are about $35k and that's only if the case is uncontested.
