Set out below is the Sunshine Act request I just emailed to the Director of Communications at the Governor's Office.  If you want to  help in the inspection please let me know.

Inspection of petitions submitted re Bill 326-33

Oyaol Ngirairikl Director of Communications

Dear Oya:

It is my understanding that as Director of Communications you are the point of contact for Sunshine Act matters at the Governor's Office. I am therefore submitting this notice re the captioned matter to you.

By way of explanation I submit the following:

"5 GCA § 10103. Right of Inspection of Public Documents. (a) Every person has the right to inspect and take a copy of any public document on Guam, except as otherwise expressly prohibited in law, and except as provided in § 10108 of this Chapter (b) Public records are open to inspection at all times during the office hours of the agency and every person has a right to inspect any public record, except as hereafter provided. Any segregable portion of a record shall be available for inspection by any person requesting the record after deletion of the portions that are exempted by law."

5 GCA § 10103, supra, allows any person to inspect public records on demand. 5 GCA § 10105 (c) requires  that paper and computer files be organized  so that documents can be retrieved quickly.

While a citizen could stand on his right to require immediate inspection of any  documents, as a courtesy to you I'm giving notice now that I will be inspecting any petitions you receive dealing with Bill 326-33 upon their receipt.

If I can be of any assistance, pls call me at 653-6607.

    1. Thanks, Bruce. We'll be inspecting the petitions that the Apostolic Administrator is soliciting.

  2. If the time(s) of the inspection will not interfere with my "chauffeur duties" I'm willing to assist, too.
