ESPERANSA NEWS: BILL 193 & 195 PASS. TROUBLE AHEAD.

Yesterday, the Legislature passed both Bill 193 and 195. Bill 195, which requires medical treatment for children who survive an abortion procedure passed 10 to 5 in its original form despite attempts to amend it. Bill 193 did not survive the "Floor" intact. Let's see what that means.

Bill 193 was introduced to facilitate the implementation of Bill 52-31 which was signed into law over one year ago. Bill 52 required that a woman seeking an abortion be informed about the abortion procedure and her rights and alternatives. 

It should also be known that giving women this kind of information has proven to be the most effective means of reducing abortions. The pro-aborts know this which is why they have so viciously opposed it for so long.  

Bill 52 requires an information booklet and a checklist. The contents of these materials is detailed in the law. 
Pro-abortion lawmakers inserted a requirement that the materials be subjected to the rule-making process in the Administrative Adjudication Law. There was no way to do this since the materials did not constitute a rule, so the move to do so was simply to hinder the implementation of the bill, and so far it has worked. 

Several months after the bill was signed into law, the AG opined that the materials did not constitute a "rule". Senator Rodriguez then introduced Bill 193 to delete the provision requiring the materials to be subjected to the rule-making process. Prior to this seven senators had committed in writing to supporting a bill to remove the requirement:

  1. Tony Ada (R)
  2. Chris Duenas (R)
  3. Michael Limtiaco (R)
  4. Brant McCreadie (R)
  5. Tommy Morrison (R)
  6. Rory Respicio (D)
  7. Dennis Rodriguez, Jr. (D)
(Note: It is assumed that Senator Aguon would support the bill, so there was NO NEED to cave to any amendment. There was a majority ready and willing to pass Bill 193 "as introduced".) 

As expected, the pro-aborts have found another way to hinder the implementation of this law, this time by requiring the materials be subjected to the approval of a panel. The panel is to consist of the Director of DPHSS, who shall serve as the Chairperson; the Medical Director of the DPHSS; an OB/GYN doctor from the Guam Medical Association; a social worker from the National Association of Social Work; a Psychiatrist from Guam Behavioral Health and Wellness Center. 

The requirement for a panel undermines the competence and the authority of the Department of Public Health and its Director which was originally tasked by the bill to assemble and approve the materials. But of course, that's only a secondary matter. The primary is to further delay the approval of the necessary materials for as long as possible if not indefinitely, keeping women from knowing their risks, rights, and alternatives to abortion. 

The fact that the 4 senators who voted against Bill 52 (Tom Ada, Yamashita, Pangelinan, and Won Pat), have now voted for Bill 193 does not indicate a change of heart. It tells us that they are confident that passage of the bill as amended is their best shot and making sure the law never gets implemented. 

A mock-up of the printed materials was provided to the Department of Public Health by the Esperansa Project that is an exact copy of the materials in use by the State of Louisiana with that state's DPHSS permission. Certain portions of the text were modified to reflect application on Guam. You can view the Louisiana version of the booklet here

If you look, you will see why the pro-aborts object to it. It contains illustrations of fetal development, the same kind of illustrations you would expect to find in a high school biology book, but the pro-aborts know that once a woman gets a glimpse of what she is about to have killed, she might choose otherwise, and she often does.

If there ever was something to be PRO-CHOICE about, it's THIS BILL. The availability of these materials to a woman seeking an abortion, especially since they advise her of her rights and alternatives, absolutely guarantee CHOICE. So why are the pro-aborts so against it? Because they are NOT pro-choice. They are simply hard core ABORTION ADVOCATES who sadly cannot see that Guam's abortion industry is aimed squarely at the decimation of the Chamorro people.
