One Year ago today, Governor Calvo signed into law an act which would require women seeking abortion to be given information about the procedure as well as their rights and alternatives. Across the nation, abortion numbers have fallen where ever this type of legislation has been enacted, not just because women become more aware about the life within them, but because they learn that they cannot be coerced to have an abortion which accounts for as many as 60% of abortions. At the 11th hour of its passage, opponents of the bill, realizing they could not continue to oppose such common sense legislation publicly, inserted a provision requiring the informational materials to be subjected to a rule-making process which would tie up the implementation of the bill indefinitely.
Their plan worked. The law has never been implemented. And during this one year during which the law was successfully hobbled, another 286 children have been carved up and thrown in a dumpster. (5 year abortion average).

How many of those children could have had a different fate, we don't know. The law would require that women seeking an abortion be made aware of the potential for adoption. And we know, according to CPS, that there are "at least ten" parents waiting and hoping to adopt a child. At least ten of those children could have ended up in caring homes instead of rotting away in our new landfill.
One of the most ardent champions of abortion over the years has been Senator Ben Pangelinan. He should not shirk from this label. He should wear it proudly. He believes in a "woman's right to choose". More power to him. He has a right and responsibility to stand up for his beliefs. But neither he, nor others who believe the same, should be allowed to mask what that choice really means: a dead, mutilated child, torn limb from limb, or painfully burnt to death by chemicals.
Senator Pangelinan had some interesting things to say during the legislative session on November 5, 2013. Realizing that the gig was up, that the informed consent bill which he had been battling since 2008 had already become law, and that with the passage of Bill 193 it would finally be implemented, Pangelinan thought he'd throw a few lies into the debate to see if he could derail it.
Lies is a harsh word. But what else to call them? Pangelinan is arguably the smartest, most educated man in the legislature. He's also the most politically savvy, as evidenced by his perpetual tenure as a senator. In short, Pangelinan is too smart not to know he was making it up.
Pangelinan impugned the AG's opinion that the printed materials did not constitute a rule and lamented that without the triple A process there would be "no opportunity for public comment or scrutiny", which he said "is consistent with what every single member of the this body voted for in the original legislation.
Umm, Ben, "every single member"?? You and three others voted AGAINST the original legislation. Remember? Or is that just an inconvenient fact?
Also, "no opportunity for public comment"??? What was the public hearing for? Every single provision governing what would go in to the booklet and checklist was available for public comment at the hearing for the bill! The Director of Public Health can NOT put anything into those materials that is not already prescribed in the law.
But of course Pangelinan is good at weaving yarns into straw. He's had twenty plus years plus of practice in the Guam Legislature.
Pangelinan also went on to accuse the Director of Public Health of "hiding" the materials and of being "afraid" to send them to the Legislature.
Umm, Ben, Section 4 of the law, the section Bill 193 is attempting to amend, requires that the materials be subjected to the Administrative Adjudication Law BEFORE they can be sent to the Legislature. And of course we KNOW why you want those materials back in your hands, don't we?
His biggest whopper was claiming that the delay in the implementation of the law was not the fault of the Legislature.
Umm, Ben, the requirement to subject the materials to the rules process was NOT in the original bill. That was forced in by you and your colleagues to delay the implementation of the law indefinitely and to keep your abortion industry friends happy. And, as already noted, it worked. There's three hundred more dead babies to your credit.
Pangelinan is too smart not to know this, but this little tirade played well to his financiers watching from the other side of the glass.

For the record, the "printed materials" that are at the subject of all this, include an information booklet and a checklist certification. Due to copyright considerations governing the use of the medical illustrations, the booklet cannot be yet distributed. However, the booklet was modeled on the one produced by the state of Louisiana, with that state's permission. If you want to see what it looks like, see it here. Guam's booklet is identical except for one illustration and the changes in the text to reflect that the booklet will be used in Guam.
Also, check out Louisiana's wonderful web site called "Women's Right to Know." We would like to have a website like this someday too. So many more desperate women could be helped. They wouldn't have to wait until they are sitting in front of the abortionist to learn that help is available and they don't have to kill their baby.
Yes, we'd love to have these kinds of resources available, but Senator Pangelinan and his pro-abortion colleagues have waged a war against every attempt to save children from the abortionist's knife and their mothers from a life of pain and regret. In fact, just to get the informed consent bill this far, we had to take away Pangelinan's excuse that there was no money to pay for the booklets by agreeing to raise the funds ourselves. (Pangelinan used the money excuse in his opposition to Bill 54-30)
A NOTE: I personally do not believe Senator Pangelinan is pro-abortion. And while it is easy to assume that his strange abortion advocacy is due to his being personally beholden to the likes of the president of the Bank of Guam, Guam's most vociferous and most famous proponent of abortion, I don't think that's it either. I personally believe (I could be wrong), that Ben just hates "Eddie", and this bill, like almost every other pro-life bill in recent years, has "Eddie's" name on it.
However, it doesn't matter what his reasons or motivations are. Another child will die today. All we want to do is put a piece of paper in the mother's hands to let her know there's another way.
Finally, it is staggering to me that both the President of the Bank of Guam and Senator Pangelinan, who are both big advocates of Chamorro rights and culture, refuse to see that abortion is colonialism and submission to foreign domination at its worst. In fact, knowing what Senator Pangelinan believes about Guam's political submission to the United States, it is almost comical to see him rush to uphold the U.S. Constitution when it comes to abortion.
Senator, it is YOUR people who are being slaughtered. Do something!
