A TALE OF TWO QUITUGUAS, PART I

There are two. Both are Davids. Both are Quituguas. Both are Monsignors. There the similarity ends.  One, The Elder, properly placed on the right side of the page, has distinguished himself by standing up for what is right--more about that later. The other has also distinguished himself by standing up for what is wrong.                                                                               




Monsignor David C. Quitugua, The Other, was, and maybe still is, one of Apuron's top henchmen. He was a key player in the infamous paper called Decree of Designation which was drafted, signed and recorded along with the Declaration of Deed Restriction (DDR) on November 22, 2011. It was incorporated by reference into the DDR meaning it was made a part of it. Here's the language:

I FURTHER DECREE AND ENTRUST TO THE VICAR GENERAL, MONS. DAVID C. QUITUGUA THE FULL POWER AND AUTHORITY TO PERFORM EVERY ACT AND THING WHATSOEVER THAT IS NECESSARY OR APPROPRIATE TO ACCOMPLISH THE PURPOSE HEREIN, AND I HEREBY RATIFY AND AFFIRM ALL THE VICAR GENERAL SHALL LAWFULLY DO OR CAUSE TO BE DONE BY VIRTUE OF THIS DECREE.” [all caps in the original]

The Other of course would have known that the DDR was recorded at DLM because the quoted language so required.  Apuron never informed us that he had, with the DDR, given away an asset some value at $70 million. We can expect that the Archbishop's decrees are publicized.  This one wasn't. The DDR and the Decree only came to the public's attention a little over three years later.

Almost exactly four years after he was designated in the DDR, The Other Struck again in the Umatuna Si Yu'os of November 29. He caused the publication of a bogus Certificate of Title. The memorial showing the DDR was omitted. So not only did the DDR not convey title to the RMS it didn't even exist! In the Umatuna article The Other explained how the bogus Certificate of Title showed that the Archdiocese owned the Yona property. The Other shopped the Umatuna to the PDN and got them to run a similar article on December 1 here. It would be hard for The Other to use the "Aw shucks, I didn't know," defense given the prominence of his name in the DDR.


A month ago AA Hon sent The Other to be acting rector of the seminary whereupon  he dissed the Delegate to the Apostolic Administrator and further distinguished himself by locking out the ladies.* There's more about The Other but for another post.




In fairness to Monsignor David I.A. Quitugua, i.e. The Elder, another post is required. Each of the Quituguas rates his own post, albeit for opposite reasons.                                                                                                                                                      







                                                                               
* Note to AA Hon: the Decree of Designation is still in force because you haven't revoked it. The usual Hon dilemma must now be examined.  Did Hon leave the Decree in effect because he's incompetent or because he's cunning?

  2. So, if I read this correctly, David is still fully authorized to do whatever HE wants, and it carries the full authority of Apurun "the serial sexual predator"? But if Hon reversed the decree Quitugua would have no authority?

    Wow, Hon really is one sly fox. No wonder he felt empowered to send the ladies away. And I guess we know Hon's motives now for keeping David the VG, and sending him down to Yona.

    I guess it goes to show the lengths Filoni (rhymes with baloney), Gennarini, and Pius will go to protect the assets in Yona they stole from the Archdiocese (which, BTW, is us!). Kiko sends an order and all jump to the order. The Pope wants something good done, and the kikos flip him the middle finger.

    Truly amazing how evil these men are.

David Quitugua as VG during Apuron's reign should be held responsible for his role in firing the Finance Council, falsely and unjustly accusing MSg James for financial mismanagement leading to his removal, giving away the yona property, and his involvement in trying to deceive the faithful of Guam by falsifying deed documents posted in the Umatuna. Defrock this crooked priest...

How tragic and unfortunate that the two David Quituguas are alike in name and yet so different in loyalty. The older Quitugua dedicated his life to the spiritual and social upliftment of his beloved community of faith in Guam. The younger Quitugua was given power beyond what he was capable of, and settled for the role of Apuron's gullible lackey to further his megalomaniacal ends. Had the younger Quitugua fulfilled the role entrusted to him, the Archdiocese would not be going through this tragedy. What a weakling this younger David Quitugua who destroyed the legacy of his older colleagues who worked tirelessly as priests. This younger Quitugua spent an inordinate amount of time satisfying himself in the piazzas of Rome at our expense in the pretense of studying. What a useless piece of kaka!

  5. David the other is a sad excuse for a priests and will be remember for all the problems and division he has caused. All for Apuron and his handlers the NCW. I won't even take communion from him. Sad I feel this way but he is evil .

  6. the title "The Other" sounds a little too close to "The Wholly Other," one description of God that i've read about (barth? ratzinger?). but the only thing transcendent about david c is his ncw-inspired underhandedness to transcend the rules. fr david: power may make you feel like a god, but you are most definitely not God. :)

  7. Elder, with much respect.."The Other" why must you be this way. Wasn't it the NCW when a father requested for his baby' baptismal certificate and after many delays to find the certificate it was "The Other" who presented the father with a bogus baptismal certificate. According to the father the their were information/s inserted was changed, not accurate.

    1. David the VG is a bogus priest, thus the bogus baptismal certificate and bogus title for the RMS. I strongly suspect there are other things he's done that are bogus, as in sham and scam. Heard he has rental properties on the side.

  8. A TALE OF TWO QUITUGUAS, PART I - Monsignor David I.A. Quitugua, i.e. The Elder, is the ULTIMATE example of what a Catholic Clergy should be and what I remember growing up! Where did the Catholic Church go wrong?
