Land Management Responds to Klitzkie FOIA but Leaves Out Key Document

Former Senator Bob Klitzkie says he received 29 emails with 50 attachments last Friday, none of which contained the draft he was looking for.

Guam - Despite a memorandum issued by the Attorney General herself, the debate over a multimillion dollar church property is not over yet.
Former Senator Bob Klitzkie says he received 29 emails with 50 attachments from Department of Land Management Director Mike Borja last Friday.
Borja was responding to Klitzkie’s Freedom of Information Act request for all correspondence in reference to the disputed certificate of title for the church property, as well as copies of a draft of a petition Borja had noted he was going to file in Superior Court.
However, Klitzkie says among a plethora of documents, no draft was provided.
The controversy surrounds the Redemptoris Mater Seminary. The Archdiocese of Agana last October published in their newspaper an erroneous certificate of title.
Klitzkie maintains the only way to correct the mistake is to file a petition in Superior Court.
However, at the advice of Assistant Attorney General Kristan Finney, Borja followed a different law, which allows duplicates produced by the title’s owner to be used in re-issuing the corrected version. That’s the advice Finney gave in March.
"This is a memo from Kristan Finney dated January 6," Klitzkie points out, referring to an email from Finney to Borja, noting that Finney, "says the only that you can correct an erroneous certificate of title is by petitioning the court."
We asked Klitzkie what he thinks the absence of a draft could mean.
"Well it means more questions. What it means to me is who are we trying to accommodate or are we trying to accommodate somebody? Are we trying to cover for somebody?" what’s going on?"

  2. See Bob go. Go Bob go! Like a pitbull on a porkchop!! Just when they thought all was over, in comes Bob with the questions. Who are they trying to accommodate? Can we get the name of the Legal counsel for the Diocese? They keep saying this person represents the Diocese, but isn't that supposed to be made in an official statement? Like when they changed the name of the "Boys Chapel" at FD. That was front page news. So who is the new lawyer for the Diocese? Inquiring minds want to know!

  4. Either the "key document" Mr. Klitzkie is referring to was never prepared OR, it was prepared but Mike Borja, et al, just do not want to give a copy of it to Mr. Klitzkie.

    If it was never prepared, then Mike Borja and Kristan Finney pulled of a performance worthy of an Academy Award. But instead of an Oscar, all they will get is a Scarlet Letter of "L" for LIARS!

    But, if it WAS prepared and they just don't want to give a copy of it to Mr. Klitzkie, Why? What are they hiding? What do they have to lose that is so much more valuable than their own reputation? Or, maybe the question should be, what have they been offered in return for losing their good name? A trip to Kikoland, maybe?

  5. That's right. Someone should investigate what trained attorney is giving all these folks to lie. It's just too suspicious. And look, from Apron to Borja to BarrettAnderson and everyone in between. Its got to be big. My question is, is it worth it? Now they're all liars just like jackie.

  8. It's nice to know Senator Tom Ada expressed interest in holding an "information hearing" on the certificates of title procedures at Dept of Land Management. If he doesn't follow through, he was just being a politician -- All talk, no action.

    How about the other senators? Silence means approval of the shenanigans at Dept of Land Management. Your silence also means my no-vote for you next elections!

  9. "There is smoke here." That should be a good car sticker. Yes, there is. Imagine changes in the CT in a span of a few months. I could imagine a correction. Even maybe two corrections. Three corrections. There is definitely smoke here. There is malice definitely to fool us when they made it appear that there were only two memorials in the CT. And then "corrected" it with a memorial about AAA. And then "corrected" it with a memorial about the RMS. Which actually didn't have to be corrected because that was the memorial to start with. Now, what is becoming obvious is the RMS has control over the property. AAA can say all he wants that he is the owner. Owner of what. Owner of a property that has been given to the RMS (and not necessarily as a seminary) in perpetuity. What of perpetuity do you not understand? That is like when does a 24-hour store close. It doesn't.

  12. It's just the beginning folks. And it's only going to get worse. Yes, keep giving your money. Don't you see it already? They've poisoned Apuron who now trashes our local priests who don't support NCW. You think it's bad enough that they've taken over our churches, but now they're forcing themselves into our government. AG and Borja just look so stupid to say one thing and soon as Jackie the trained attorney gets in the picture, they take back what they initially stated was the only remedy. NCW really knows how to cast their spell.The sad thing is, these people end up getting brainwashed and they don't even know it. Can't wait to see who's next. Be careful! Don't be weak like Apuron & the AG. And we're supposed to respect these people?
