CERTIFICATE OF TITLE FIASCO - TIMELINE

The following is a timeline of events thus far made public. I will be updating this as I get time and reposting to the top of the blog when there is an update.

  1. 10/28/15. Deputy Registrar of Titles, Andrew D. Santos, prepares an Abstract of Title Report (here) for Lot No. 90-2-R1-R, Yona, Guam. 
    • Lot No. 90-2-R1-R, Yona, Guam is the basic lot that was later subdivided into the four properties that currently make up what is commonly referred to as "the Seminary property." 
    • The combined value of the four parcels with improvments is thought to be between FORTY and SEVENTY MILLION DOLLARS. 
    • On the last page of the Abstract of Title Report and directly above Andrew Santos' name is an entry showing the Declaration of Deed Restriction which was recorded by Archbishop Anthony S. Apuron at the Department of Land Management on November 22, 2011.
    • The Declaration is at the heart of a controversy over whether or not Apuron secretly gave away the property to the Redemptoris Mater Seminary (RMS). 
    • As per its incorporation documents, RMS is 75% controlled by the Neocatechumenal Responsible Team for the Untied States, namely: Giuseppe & Claudia Gennarini, and Angelo Poschetti, all of New Jersey.
  2. 10/30/15. Deputy Registrar of Title, Andrew D. Santos, issues four certificates of title (here) for each of the "seminary property" parcels.
    • The certificates do not include the memorial showing the contested Declaration. 
    • The Declaration is a legal instrument impacting the control of the property and was required by law to be recorded on the certificate of title. 
  3. 11/3/15. A Certificate of Title Request Form (here), requesting certificates of title for the four "seminary parcels," is completed. 
    • The form shows the requestor as Bertha Evangelista of Title Guaranty
    • Ms. Evangelista is the Executive Vice President of Title Guaranty. 
    • However, Ms. Evangelista did not sign the form.
    • The Abstract of Title Report had already been prepared on 10/28/15 and the requested certificates already issued on 10/30/15.
    • It is apparent that the Request Form was completed and and filed AFTER the work requested was already completed. 
    • Also, it appears Ms. Evangelista was NOT required to pay the filing fee clearly stated on the Request Form. 
  4. 10/27/15. At this point, we have to jump back seven days and out of chronological order because the date of 10/27/15 is entered in parentheses at the top of the Certificate of Title Request Form next to the date of 11/3/15. 
    • Upon inquiring about this date, Mr. Klitzkie was advised that 10/27/15 was the date the request was "called in." The question is "called in" by who? 
    • We must assume that it was called in by Bertha Evangelista of Title Guaranty since her name and her company name are in the box on the form labeled "Requested By."
  5. 11/19/15. Archbishop Anthony S. Apuron's name is entered on 4 consecutive lines in the Certificate of Title Log Book (here). 
    1. On the same entry with Apuron's name is the name of Lovelynn Maidesil.
    2. The website for Title Guaranty (here) shows that Lovelynn Maidesil is a researcher for Title Guaranty of Guam.
    • The log book entry shows that Lovelynn Maidesil is the one who picks up the certificates requested by Bertha Evangelists of Title Guaranty on the Certificate of Title Request Form.
    • A Department of Land Management receipt (here) for the same day shows a fee of $798.00 charged to Archbishop Apuron for the four certificates.
    • The same receipt shows that the fee was paid by Bertha Evangelista and Jackie Terlaje
    • The payment appears to be made with personal checks since their firms' names are not recorded. 
  6. 11/29/15. The Umatuna publishes a picture (here) of one of the four certificates (the main parcel).
    • Along with the pictured certificate and under the front page headline of "Ownership of Seminary property confirmed,"  Msgr. David C. Quitugua, JCD, Vicar General of the Archdiocese of Agana, is quoted as saying that the pictured certificate "proves" that the Archbishop is the owner of the subject property.
  7. 12/1/15. The Pacific Daily News publishes a story (here) backing up the Umatuna story and Msgr. David C. Quitugua's claim. 
  8. 12/9/15. Andrew D. Santos, Deputy Registrar of Titles amends the certificates issued on 10/30/15 by writing in the memorial showing the Declaration previously missing from the same certificates issued on 10/30/15 (here).
  9. 12/14/15. Bob Klitzkie and Tim Rohr visit Andrew D. Santos and inquire about the certificate published in the Umatuna on 11/29/15 and about the missing memorial.

  1. Thanks for the timeline, Tim. I was getting a little confused after all the many posts and listening to Sen. Klitzkie on the radio. As a visual learner I need something like this to clearly see what came first, next, and the general sequence of events in this complex web of lies and deceit that has been woven by an ever-growing cadre of cunning characters that has been playing out in this latest drama of the NCW on Guam. Thank God for Mr. Klitzkie who is even more cunning, much wiser in legal maneuverings and has more determination and the armor of truth on his side. Things are getting curiouser and curiouser in this fantasy island of NEO.
