WHERE OR WHERE IS FR. LUIS - AND BISHOP "THE CROOK" BALLIN

This is our first in a series of posts which will provide information to Bishop Byrnes. DOCUMENTED INFORMATION!

One of the first issues Bishop Byrnes will have to deal with is missing priests. This is a big no-no for the Vatican. The Archdiocese of Agana has a lot of missing priests, the most infamous of which is the intrepid Fr. Luis Camacho. 

As you will recall, Fr. Luis was arrested by the Guam Police on March 17, 2015.

The Police Blotter does not name the arrestee, but the time and place of the arrest can be corroborated from the news stories of the arrest:
According to A.J. Balajadia, Guam Police Department public information officer, Camacho was found with a 17-year-old girl at a beach in Agat Tuesday morning. 
Balajadia said Agat precinct officers arrested Camacho at 11:45 a.m. Tuesday.
Police charged him with custodial interference for being with a female minor who was not in school at the time the priest and the girl were found parked at a beach in Agat, Balajadia said.

Fr. Luis was arrested at 11:45AM and the Blotter shows a booking at 12:44pm, a reasonable amount of time to get to the Agat Precinct from Apaka point. And both the Blotter and the news story corroborate the charge: CUSTODIAL INTERFERENCE. (Other news accounts can be found here.)

According to 9 GCA § 22.50, it appears that what Fr. Luis did was custodial interference in the second degree:
(b) A person is guilty of custodial interference in the second degree if: (1) not being a relative of the person, he knowingly takes or entices a person less than eighteen (18) years old from his lawful  custodian, knowing that he has no right to do so..
Per the news story, the girl Luis was with was 17 years old (a minor) and at the time he "took" her, she was supposed to be in school, the school being at that moment the "lawful custodian." We also know that Fr. Luis was not a relative of the girl. 

Per subsection (d) of the same section: "custodial interference in the second degree is a felony of the third degree.."

The next day, the neocat-presbyter, Fr. Alberto, released the following statement:

Sensing the gravity of the situation and understanding the potential liability for the Archdiocese of Agana, Deacon Steve Martinez, even though Apuron had removed him from the SARC position the previous December (for doing his job), Deacon Martinez immediately addressed Apuron with the following:

Martinez immediately followed up on his first letter to Apuron with this one, but received NOTHING.

Within hours, Fr. Luis was gone. POOF! And not a word more about him from the Chancery, even though they promised an investigation. 

On April 2, I followed up on the case with Freedom of Information Act request to Guam Police Chief, Fred Bordallo. Chief Bordallo did not respond as required by the FOIA, and neither did he respond to my follow up inquiry of April 9.

Finally, on April 13, I received a call from an officer at the department advising that he would be calling me when the letter was ready. I received no call. So on April 20, I again wrote Chief Bordallo:


This time I finally got some action and was advised that the response to my FOIA request was ready. I went down to the Department and picked it up:

So the case had disappeared into the arms of the AG (the same place the Certificate of Title issue would disappear several months later.)

Nearly a year later, JungleWatch received the following picture with a note asking if this was the missing Fr. Luis Camacho:


I replied "yes," and was told that he was a priest ministering in the parish of Our Lady of the Rosary in Dofa, Qatar. In fact, not only was Fr. Luis simply ministering, he had been placed in charge of a youth retreat:



After we broke Fr. Luis' whereabouts and activities on JungleWatch, the Archdiocese responded with the following statement:



However, Cristobal's statement conflicted with a statement issued by Fr. Luis' "new" bishop, Bishop Camillo Ballin. In a response to blogger Chuck White who had written Ballin inquiring about Fr. Luis, Ballin wrote:


Of course what Mr. White had sent Ballin was PUBLIC INFORMATION, in other words simply links to the news stories of Fr. Luis' arrest. And for that Ballin accused Mr. White of sending "information which is very partial," and told him to "Be ashamed!" 

At this point, the crook is Bishop Ballin... 


...at least if we are to trust Cristobal's statement saying that Fr. Luis is still a priest of the Archdiocese of Agana. That would mean that Ballin ("I am now his Bishop") stole Fr. Luis. 

Further research turned up a connection between Ballin and Neocat chief, Giuseppe Gennarini, and in fact, Ballin was currently backing the expansion of the Neocats in his Vicariate. 

The last word on Fr. Luis is that he has disappeared again. Per a recent letter from Archbishop Hon to Apuron, Hon had tried to enlist Apuron's assistance in locating Fr. Luis. Apuron did not reply.

  1. And brainwashed seminarian brother Gabriel continues happily on at Yona RMS...counting how many kids he may have "out there". He said it himself. God help us. BTW, any word about the diaconal ordination of Preston and companions???

    1. Archbishop Apuron no longer has the authority to ordain deacons or priests for the Archdiocese of Agana. Archbishop Michael will determine the suitability of Preston and his companions for ordination as deacons. Given the rather questionable priestly formation in RMS I would rather hope Preston and company undergo a semester in a seminary in the United States to determine their suitability for the Archdiocese of Agana. The identity of Diocesan priests and their spiritulity needs to be rebuilt.

  2. Thank you for this reminder. Former Chief of Police Fred Bordallo is now running for Senator. For sure, for sure, because of his part in the Luis Camacho cover-up, he will not get my vote. Whether he is Neo or not Neo.

  3. hon is the personal representative of Pope Francis. adrian no balls refuses to obey hon re: his assignment to Umatac. Now we learn that apuron ignored hon's request to provide hon with luis camacho's whereabouts. So, what is the penalty for disobedience to the Pope or to his personal representative with sede plena authority?

    2. For overseas readers please can you update us on the status of Fr.Adrian. It is our undetstanding Archbishop Hon appointed him Parish Priest of Umatac? May we ask if he moved to his appointment?

    3. Adrian is still checking his Canon Law reference manual to determine if the Apostolic Administrator has any authority to send him to Umatac without his permission. Udu-Waldo Olivera is also challenging the authority of the Apostolic Administrator. Typical of these NEO clowns, they believe they are their own authority, the Chosen Ones, the Only Way.

  4. He is in Galilee under the protection of the Neos. They refused to release him back to Guam. They even refused to let Archbishop Hon talk to him because of his fragile mental stability. Yup. The NCW is a haven for sex abusers.

    1. yes I was told Fr.Luis is in poor mental health. Honestly, I pray for him that he will truly find the peace of mind he also deserves.
      My advice to Fr.Luis Camacho is to begin by writing a letter to Archbishop Michael congratulating him on his appointment to Agana Guam. A letter that manifests his desire to walk in peace dialogue and humility with his ordinary.
      A part of the healing now is for all of us to do the right thing to build peace trust respect for everybody. I write as one who suffered myself for many years and i would not want to see another priest go through what i went. Together in dialogue we can build healing trust.

    2. Given what Luis said the day he was ordained, I'd say there's a chance he was invalidly ordained. He probably wants out and he's being kept under lock and key by the kikos.

If there was any motivation other than his free will and desire to become a priest, that would be an impediment to his ordination, and more than likely invalidate his receiving the Sacrament of Orders. (A Baptized Man, in a State of Grace who discerns with the Church that Christ calls him to the Sacrament of Orders, and of his free will responds to the Call of Christ, A Validly Ordained Bishop who confers the sacrament of Orders according to what the Church intends, The Proper Form or Formula for the rites of Orders, Imposition of Hands and anointing with holy chrism are perhaps basic requirements noted from Sacramental Tehology class.
