    Archdiocese should immediately pay for the damage it caused James Mafnas.

  2. My heart goes out to this victim. He was so traumatized by the abuse and manipulation by this evil "priest" that he stopped attending mass. I hope Ray Cepeda pays for his crimes in this life and in the next.

  3. Ray Cepeda was another arrogant (former) priest who manipulated Apuron to cover his own lecherous designs on young boys. This situation is so devastating that I wonder why it took so long to reveal these abuses! They were definitely covering each other as they fooled people of their real identities - demons!

  4. Thinking over this pale Ray Cepeda. Archbishop Apuron was informed of his abuse in 1992 yet the Archbishop and Adrian covered up the abuse. Ray cepeda was removed around 2010 so Archdiocese allowed him to run riot for another 18 years.This is what reckless leader of Guam allowed.

  5. Good thing that wasn't my son Cepeda abused. I'd have beaten the s.o.b. into a bloody pulp, spooned what was left of him him into a Mason jar and handed it to the cops with Apuron's phone number.

    Cowardly, clericalist parents are to blame for the reign of pedophile priests and religious. Bishops who protected and enabled them could have been dealt with long ago.

    1. 7:59 a.m. Cepeda seems to have dropped off of the map.

      Initial abuse complaints about him were allgedly given to Apuron in 1992. However the database at bishopaccountability.org says the Vatican wasn't advised of his crimes until 2009 when his victim had reached age 18. Cepeda was secretly laicized in 2009, but he reportedly has an option to return to the priesthood with Vatican approval.

      Apuron allowed laicized Cepeda to work at Catholic Charities on Guam until 2010 when SNAP exposed his lay status. It had not been publicized before then. Apparently, he quit the CC job at that point and vanished. I didn't find any news about him after 2010.

  7. A normal bishop would have recognized Ray Cepeda's problem and he probably would either not have been allowed to enter the seminary or would have been vetted out before ordination. Ray Cepeda, like many others, was in need of help, not ordination, and certainly not the pastoral positions Apuron later gave him.

    But Apuron was no "ordinary" bishop. Having lived a life of molesting and abusing, he was too morally compromised to perform any sort of true episcopal duty, especially when it came to vetting those who had his same sexual proclivities.

    While it does appear that people like Cepeda and Brouillard were "evil monsters," and no doubt the things they did were monstrous, I would submit that we keep our focus on those in authority who not only looked the other way at the behavior, but like Apuron, cleverly manipulated and used them to excuse their own.

    I believe also that this is what happened to Luis and Edivaldo and probably several others. The real evil here is a man who manipulated and maybe even blackmailed his way to the position of bishop where he could create and protect his own empire of perversion.

  8. No matter how we see things at the Archdiocesan level, they all point back to Apuron the lead instigator and protector of so many evil things that were allowed to proliferate. Yes, Tim is right, as well as those who think that only by defrocking Apuron can healing take place. Apuron Out!

  10. Why was Fr. Ray Cepeda defrocked, while other priests guilty of sex abuse, whom Archbishops Baumgartner, Flores and Apuron were aware of
    (Brouillard, for one) were not?

    2. Ray Cepeda was not defrocked until 2010 because that's when Apuron started feeling the heat from SNAP and B.J. Cruz' retaliatory legislation (long story). I was disappointed that Cruz caved and "let it go," even though I was the one publicly opposing Cruz at the time. I opposed him because I believed his legislation was retaliatory and personal and that if he really had something he would come out with it.

      Apuron had not defrocked Cepeda, and indeed had given him a very plum position as pastor of the largest parish on the island even AFTER he came back to Guam "post-therapy," with the equivalent of a note saying: do not use, do not recycle, danger, danger, danger.

      The reason, most believe, is that Cepeda knew about Apuron and Apuron knew about Cepeda. It's the same story almost everywhere in this diocese: mutually assured destruction = three decades of silence.

      Apparently, throwing Cepeda under the bus (defrocking him in 2010) appeased Cruz, because he was not heard from again.
