Dear Friends of the Unborn...and Born Alive:
Almost exactly one year ago to the day, on November 4, 2012, Senator Rory Respicio was presented with the following question:
If the Office of the Attorney General opines, or a court of competent jurisdiction finds, that neither the printed materials nor the checklist certification constitutes a rule or regulation AND if presented with a bill that amends the Law so as to delete the following language from Section 4: "and, pursuant to its rule making process set forth in Title 5, Chapter 9, Article 3 of the Guam Code Annotated," will you take all reasonable steps available to you to pass such a bill in a timely manner without revision or amendment such bill?
Senator Respicio answered: YES. His reply can be read here.
Today, November 5, 2013. during a legislative discussion on Bill 193-32 - "a bill that amends the Law" as per the above question - Senator Respicio said the following:
"So instead they got the attorney general to say that the printed materials and the checklist certification are not rules. And if this legislature said that the checklist certification and the printed materials shall go through the triple A process how do we just roll over and say it's okay to accept the Attorney General's opinion that the checklist and the materials are not part of the rule making process?"
"They" is us, Esperansa, pro-life people, and Senator Rodriguez, who authored the bill. How dare we go and get the AG's opinion. And how dare we actually hold Senator Respicio accountable.
Let's review:
- On 11/4/12, Senator Respicio says he will support a bill to delete the requirement that the printed materials and checklist certification be subjected to the rule making process ("triple A) if the Attorney General opines that neither the printed materials nor the checklist certification constitutes a rule or regulation.
- On 5/22/13, the Attorney General opines that neither the printed materials nor the checklist certification constitutes a rule or regulation. (See the opinion here.)
- Senator Repsicio says "how can we just roll over and say it's okay to accept the Attorney General's opinion?"

On 11/4/12, Respicio said he would support the bill because the general election was just a few days away and he knew he was in trouble. We knew he was lying to us, but we didn't call him a liar and he got re-elected, and as everybody knows, by a margin thinner than the skin of the dead baby that was killed again today in Tamuning. No, we didn't call him a liar then. We will now.
Oh, and this isn't the end of the fun from November 5, 2013. There's more to come: Pangelinan, et. al.
But really what does it matter? Guam apparently has no problem with killing off 8% of its children with 60% being Chamorro. What else explains the continued election of people like Respicio and Pangelinan? Too bad. Too very bad. Dead babies. Dead Chamorro babies. Lots of them!
By the way, it was good to see the Archbishop come out in support of Bill 193 in the archdiocesan newspaper. However, it is now time for the Archbishop to call for an archdiocesan-wide boycott of the Bank of Guam. Seriously, how can the Guam Catholics be pro-life and yet give millions of dollars of business to a bank whose president has proudly been Guam's most vociferous champion of abortion for decades? Or is it because we like her donations?

The time for words is over. It is now time for action. Catholics who care about the vicious daily slaughter in Tamuning need to put their money where their mouth is, and that includes the archdiocesan accounts. Find another bank.
